Condition of Building Approval
Unitywater, Urban Utilities (QUU) and South East Queensland councils commonly require a BOS or BOSW CCTV inspection before a building approval is issued.
Pre-Construction Baseline
A coded record of the asset before a machine goes anywhere near it. If damage is alleged later, you have dated evidence of the condition you inherited.
Post-Construction Verification
Many approvals require the asset to be re-inspected once works are complete, confirming no damage, deflection or intrusion has occurred during construction.

What a Build Over Asset survey actually is.
If you are building over or close to an underground sewer or stormwater pipe, the authority that owns that pipe wants to know two things before they approve your plans. Is the pipe in sound condition now, and will they still be able to get to it later if something goes wrong.
A Build Over Asset survey answers both. We send a camera through the line, record its condition observation by observation, and produce a report the assessor can read and sign off. Nothing is dug up. We work from the existing maintenance holes and inspection openings already on the property, and most residential sites are done in a few hours.
The report is coded to WSA 05:2020 and set out to suit QDC MP 1.4 and the SEQ Code, which is the format assessors expect. That matters more than it sounds. A report in the wrong format is the most common reason a build over application goes back and forth for weeks.

01Are your Build Over reports accepted by SEQ councils and water authorities?
Yes. Reports are coded to WSA 05:2020, the Conduit Inspection Reporting Code of Australia published by the Water Services Association of Australia (WSAA), and set out to suit QDC MP 1.4 and the SEQ Code.
They are accepted by Unitywater, Urban Utilities (QUU), Brisbane City Council, Sunshine Coast Council, Moreton Bay Regional Council, Ipswich City Council, Logan City Council, Redland City Council, Gympie Regional Council, Somerset Regional Council and Noosa Council.
02Do I need a survey before construction, after, or both?
It depends on the works and the authority. Most build over approvals require a pre-construction survey to establish the condition of the asset before anything is built. Many also require a post-construction survey to confirm nothing was damaged during the works.

03Will you need to dig anything up?
No. The survey is non-invasive. We work from the maintenance holes and inspection openings already on the property, so nothing is excavated and the surface is left as we found it.
The one thing worth checking before we arrive is whether your access points are visible. Inspection openings often end up buried under turf, mulch or a garden bed. If yours cannot be found on the day we may need to come back once it is uncovered, so a quick look beforehand saves everyone a trip.
04What do I need to provide before booking?
The site address is enough to quote and book. Anything else you have helps us plan the run and get it right first time:
- The council or authority condition, letter or reference number
- Engineering drawings or a site plan, if you have them
- Whether the survey is pre-construction, post-construction or both
- Any access notes, such as locked gates, dogs, or a steep driveway
If you have none of that, the address alone is fine. We pull the authority asset data ourselves before the job.
05What happens if the inspection finds the asset is damaged?
We record and code what is there, factually. A defect does not automatically stop an approval. Assessors see pipes in all sorts of condition and what matters is that the condition is documented properly so a decision can be made on the evidence.
Depending on what is found, the authority may accept it as is, ask for the asset to be repaired or relined first, or ask for the design to be adjusted. That call sits with the assessor, not with us. Where remediation is required we can re-inspect afterwards and issue an updated report.
Finding a defect before you build is a far better outcome than finding it afterwards, which is the whole reason the pre-construction survey exists.
06How long does it take, and when do I get the report?
Most residential build over surveys take a few hours on site. Larger or commercial sites with multiple assets can run a full day.
The report is delivered within 24–48 hours of the inspection as a submission-ready PDF with MP4 footage and stills, by secure link or on USB if you prefer.
07Do you handle both sewer and stormwater Build Overs?
Yes. Sewer assets are generally assessed by Unitywater or Urban Utilities (QUU), and stormwater assets by your local council. Logan, Redland and Gympie councils run their own water businesses, so they own both in their areas.
